Most of those open source fonts are licensed under the Open Font License, so that would be a problem for taking glyphs from them and putting those glyphs in a proprietary font.1 -

Ben Blom discusses their rationale for the 3333 UPM in the thread I linked earlier. They actually design in a 10K UPM and drop the precision to ×⅓ later.1 -

Ben Blom has done and shipped a bunch of 3333 UPM fonts for OT-CFF. I do not know of anyone who has done higher than 4096 in either format.2 -
